Two Police Officers File Complaint in Federal Court Against Clearfield DA

CLEARFIELD – A complaint was filed in federal court against Clearfield County District Attorney William A. Shaw Jr. on behalf of two Clearfield Borough police officers.
The complaint was filed Wednesday in the United States District Court for the Western District of Pennsylvania.
The complaint alleges that Shaw retaliated against Sgt. Gregory Neeper and Officer Brian Dixon in violation of their First Amendment rights. It also alleges malicious prosecution by Shaw.
Both Neeper and Dixon were charged following a domestic dispute that occurred on Dec. 3, 2007 in Clearfield Borough. It was alleged that a man involved in that case attempted to assault police officers.
Dixon was charged with unsworn falsification to authorities, false reports to law enforcement authorities and official oppression.
A second case revolved around allegations that Neeper and Dixon conspired and worked to intimidate another police officer from talking to state police in an investigation into the overall incident.
Both men had all charges against them dismissed following a preliminary hearing that Shaw prosecuted in early March.
Shaw was unavailable for comment Thursday morning.
