Lead Abatment Available to Residents in Southern Clearfield County

CLEARFIELD - Central Pennsylvania Community Action has joined the Northwest Regional Lead Hazard Control Grant to assist in removing lead-based paint hazards from homes of low-income families. This program, funded in part by the U.S. Department of Housing and Urban Development, will work to remove lead hazards from homes in specific municipal areas of southern Clearfield County that fit certain income guidelines.

Lead is commonly found in paint manufactured before 1978 and in the dust and chips created when it deteriorates. Paint containing lead can be found on the interior and exterior of homes, playground equipment, farm machinery, toys, and furniture. Exposure to too much lead, either by ingesting it or breathing in dust that contains lead, can lead to lead poisoning. Young children are at the greatest risk of lead poisoning. Symptoms mimic the flu and are often hard to detect; only a blood test can determine lead poisoning. Children with elevated lead levels may suffer from learning disabilities, behavioral problems, stunted growth, and hearing impairment. Convulsions, coma, and death can occur at higher levels.

The removing of lead-based paint is important as every child deserves a safe and healthy home to grow up in. It can, however, be a challenging and hazardous project if not handled properly. CPCA urges anyone that suspects their home may contain lead to contact their offices or to work with a professional contractor that is qualified in lead abatement. If handled improperly, a renovation, remodel, or lead removal project can create an even more hazardous lead problem.

Residents of Beccaria, Bell, Burnside, Chest, and Gulich Townships, as well as Burnside, Coalport, Irvona, New Washington, Newburg, Mahaffey, Ramey, and Westover Boroughs are eligible for this program targeting southern Clearfield County. Applicants must meet income qualifications set forth by HUD that are based on household size and one of the following requirements must be met: a child under the age of six present in the home at least 60 hours per year, a pregnant woman, or a woman 16-45 years of age.
